The decree condemns a book written by Hugo de Groot (also known as Hugo Grotius), titled “Verantwoordinge vande wettelijcke Regieringe van Hollandt ende West-Vrieslandt, mitsgaders eenighe Nae-buyze Provincien etc.” This translates to “Justification of the lawful government of Holland and West Friesland, along with some neighboring provinces etc.”. The decree describes the book as a seditious libel that defames the sovereign authority of the government, its leaders, and other official entities. Hugo de Groot, previously convicted and sentenced for the crime of lese majesty and having escaped from imprisonment, published this controversial work while in Paris.
The purpose of this decree is to publicly declare the book illegal and seditious, to outlaw its printing, selling, or distribution, and to hold accountable not only the author but also anyone possessing or reading the book. The intent is to suppress the dissemination of ideas deemed rebellious against the lawful authority, to uphold public order, and to deter similar dissent. The text also emphasizes that such actions should not go unpunished in a well-ordered government and warns that these offenses could be prosecuted at any time without limitations on the duration for bringing charges.
[NL] Furieuze reactie dd. 24-11-1622, van de Staten Generaal tegen De Groot ‘voor dezen overwonnen ende gecondemneert van te hebben gecommitteert Crimen Laesae Majestatis, uytte ghevanckenisse ontkomen ende sijne wel-verdiende straffe wesende ontloopen hem verstout heeft binnen Parijs (.) uyt te gheven (.) seecker fameux boeck’. Straffen voor auteur, drukkers, verkopers en lezers. Ondanks dit verbod werden er in 3 Ã 4 weken ca. 1500 exemplaren van de ‘Verantwoordinge’ verkocht. In Den Haag werden zeven exemplaren in beslag genomen, waarvan er één aan prins Maurits werd gegeven. Deze zou er zo door ontsteld zijn dat het hem die dag de eetlust benam.
